Stemming from the seminar “Assistance and Prevention for the AIDS Epidemic in the Health System,” the last of a series of events aimed to deepen the understanding of the social response to the AIDS epidemic in Brazil, this publication is divided into three themes:
(1)The Health System’s principles and control of the HIV / AIDS epidemic;
(2) the user’s perspective and the social control and health within the judiciary;
(3) the question of access. As its central concern, the publication has the ways in which different actors involved in fighting the epidemic are considering entering the Brazilian response to HIV/AIDS within the health system.
After two loan agreements with the World Bank and a current processing of a third loan, it is important to reflect on how public health in Brazil is organizing resources to finance with the system itself, the actions that aimed at controlling the epidemic and the prevention of HIV infection.
